Summary

Fixed case-sensitive default locale detection in loadLocalMetadata to align with case-insensitive validation, ensuring files like "Default.json" are correctly recognized.
Corrected dry-run API call counts for locales requiring delete-then-recreate operations, accurately reporting separate DELETE and POST calls instead of a single UPDATE.
