Agent version (as shown in the 'Summary' tab of the agent from web UI): 1.8.0
Agent OS: Win 10 Pro

Describe the bug
Tasks that are set to run on check failure are created multiple times when a new agent is installed.
Some tasks consolidate in to a single task, some remain as multiple tasks.
Tasks do run multiple times before consolidating.

To Reproduce
Steps to reproduce the behavior:

Have a task set to run on check failure assigned to a policy
Install new agent that inherits this policy
Observe multiple tasks being created and executed.

Expected behavior
Only one copy of the task to be created and executed
