Describe the Bug

There's a few issues regarding compatibility stuff in the GUI currently, firstly, you can't select the "View report" option when right clicking a game, it just doesn't work, but for some reason when hovering a compatibility status you can just access an open report. Also when you click "Submit a report" it will automatically take you to the new issue page without checking if there are open issues already, but like I said in the GUI you can check out if there's an open issue for your game since it fetches the compatibility data so something is wrong here.

Expected Behavior

The "View report" option should take you to the open compatibility list report, and clicking the "Submit a report" option should only take you to the new issue page if there's no reports for your game. If there's already a report an error message should appear, something like "This game already has an open report, you can update the compatibility info by commenting on the open report".
