In Bloodborne, normally I get around 40-60 fps. But, after playing for some time or after dying a couple of times, the GPU usage got stuck at 99%, and I get around 10 fps for the same area where I would get 40-60. Reloading the game doesn't fix the problem. Restarting the emulator seems to fix it. Though, that's not the case always.
Specs:
CPU: R5 3600
GPU: RX 6600M
RAM: 16GB DDR4

In my experience, it mostly seems to happen when loading stuff in (New area, etc) and sometimes as goofy as it sounds opening the Status menu will drop my GPU usage back down and fix the FPS. I'd estimate it has about a 70% chance of it working.
It won't help you every time but for me it's been pretty helpful in terms of not having to restart

same issue here it happens when entering new area always not just when dying . the gpu goes from 40fps 60% usage to 15-20fps ish 99% usage and a slow motion feel besides low fps
specs : ryzen 5600h
rtx 3050ti 4gb 85watt

I'm experiencing a similar issue. However, according to Riva, the FPS stays at 55-60, but the frametime graph is very irregular, making it feel like sub-10 FPS. I usually run the game at a steady 60 FPS until the issue occurs when returning to the Hunter's Dream or when loading new areas. I tried the solution suggested by @Litnesslegitimate, but it didn’t help. The issue is always resolved by restarting the emulator.

Try the latest version, I don't have the issue anymore. I was able to successfully complete the game.
