Description

As the Map Local Service will match the first Map Local Rule in the array. We should allow the user to drag and drop a rule to reorder it.

Acceptance Criteria

Able to drop & drag 1 or multiple rules
When the "drag & drop" is completed -> Update new position in the Map Local array
Make sure it doesn't change the Map Local File or its data, just reorder in the Map Local Array in the Map Local Service
