When reading the Lxc and Qemu guest configs from the API the pending state is returned instead of the current active state.
We should probably revert the pending config when we start to update the guest, as we could be applying residual pending config.

The current behavior is correct, but we will add getting the active config as Terraform needs it for it's diff.
