Hello,

I'm using NPM with a multi-users access with lastest version

Steps to reproduce the behavior:

Create a user without admin privileges
Change his password
Set up ACL as under
Log in with the new user
Go to Hosts/Redirection Hosts menu
Button "Add Redirection Hosts" doesn't appear

I made some tries and find a temporary solution, I need to have "Proxy Hosts" permission set to "Manage" too for making this working.

With this ACL the button appears.
