Describe the Bug

Some tag merging suggestions are wrong, and I'd like to write them as "don't suggest" (eg add them to a "don't suggest list" so they are not suggested each time)

Now if I click on "discard", and refresh the page, they appear again

Steps to Reproduce

Go to tag merging suggestion
Discard one
Reload the page

Expected Behaviour

When discarding a suggestion, it's never suggested again
