Issue Description

If you edit a document that is in DRAFT status and save it - but do not send it - coming back to editing, you will not be able to remove or edit any recipient that is assigned a role of CC.

I am on the latest docker container running v 1.12.1

Steps to Reproduce

Edit a document that is in DRAFT status
Add a recipient with role CC and save it - but do not send it.
Coming back to editing, you will not be able to remove or edit any recipient that is assigned a role of CC.

Expected Behavior

If a document is in DRAFT status, you should be able to always remove or edit ANY recipient, including CC.

Current Behavior

You can only edit a CC recipient on the first pass, if you save the document but do not send it out, you will not be able to edit the CC recipients or remove them.
