In the latest version (2.37) the tooltips flashes very briefly.
This makes it very difficult to read and translate properly.

Strange, that's not happening here.
I run the installed version (msi) and debug via VS.

Apparently, this is an issue with .NET 6: https://github.com/dotnet/wpf/issues/6289
