Normal users do not have access to VNC settings, and so, they cannot set the vnc Keymap.
I do not see why normal users do not have access to VNC settings. Maybe a user parameter 'VNC settings' 'true/false' (like Resize or delete) to give to a user access to an instance vnc settings would be nice.

For autostart and 'Autostart settings' 'true/false' would alose be nice.
