I apologize for my poor english in advance, I hope it's understable.

Subject of the issue

If new signups are disabled, it's impossible to change the email adress associed to an account.

Your environment

Bitwarden_rs version: Version: 1.14.2-a1f304df
The error was present on the previous version. I now use Bitwarden_rs for a month, the bug was already here at the beginning.
Install method: docker image (Synology NAS)
Clients used: web vault

Steps to reproduce

Disable new signups.
Access to a vault's user, and try to change the email associed to this account.

Expected behaviour

It should be possible to change the email adress even if new signups are disabled.

Actual behaviour

It's impossible to change the email adress. The following error occurs :

Email cannot be changed to this adress
