When creating an organization through the web vault it asks for credit card information and all of that. Is that needed? I fill in some junk values and it still doesn't create the organization. Is there another way to do it?

Just create the free Organization. It won't be limited in any way and it doesn't require any payment. (server will report it back as the highest tier)
