Already reported this upstream to the reqwest team that the NO_PROXY environment variable is not used when using HTTP(S)_PROXY.

Issue at reqwest: https://github.com/seanmonstar/reqwest/issues/705

If that issue is going to be fixed we need to update the crate to have it fixed in bitwarden_rs.
