Go to the Organization's recycle bin
When there are not any elements selected, the "3-dots" button in the top right corner is enabled (though only actions are available for "selected elements"
When at least one element is selected, the "3-dots" button in the top right corner is disabled - there is no way to delete selected elements

Button should be enabled when at least one element is selected and not otherwise
