disabling EVC fixed it

but we would like to reenable EVC

Really no way for me to test or indeed fix anything like this. ESXi unlocker is for standalone ESXi servers and not for anything like a production system. You can start a macOS VM from vCenter but that’s as far as I would support unlocker on vCenter.
