Unzip the release file https://github.com/DrDonk/unlocker/releases/download/v4.2.1/unlocker421.zip and there should be a Windows folder with the executables.

Thanks for your support. I have unzipped the release file unlocker421.zip, but I can't search the windows folder.

You have downloaded the source code zip not the actual release one. GitHub always creates a source code archive when you do a release which does not have any of the executables in it. I have just downloaded the release file again https://github.com/DrDonk/unlocker/releases/download/v4.2.1/unlocker421.zip and the files are there:

I will change the download name to be more obvious in the future something like:
unlockerxyz-release.zip
