Nope, they all work. If they don't for you, it's either a temporary problem, or a you-problem.
ALL TRACKERS WERE ACTIVE IN UTORRENT OR I WOULDN'T HAVE COPIED THEM.
https://en.wikipedia.org/wiki/OpenBitTorrent is often up and down and currently indeed reports as down again. But it was UP when I posted this. Otherwise I wouldn't copy it.
ALL my trackers were collected and added in september (and before). A few days ago I fired up my utorrent because I was testing a new torrent program. That's when I took a popular old torrent, loaded all trackers and watched for the ones that connected. Those were copied here to github. nothing else.

I wouldn't have bothered posting that very technical output unless it were factual. I have a custom tool that is standalone that examines trackers and their output. My testing is much more on point than just loading a list in utorrent.

If they don't have a DNS... Is that a problem? Or do you mean they'll always be 404? If so, I don't understand how they could connect to begin with (if I'm the one that added them, that is)?

@realdevnullius Hello, glad to see you taking an interest. Basically those trackers are misconfigured and likely sitting behind some sort of proxy or running in a docker container, etc. When they issue a reply to your client they are replying with addresses that are not useful to you. A reply of 127.0.0.1 would just redirect your client to query itself.
The point of a tracker is assist you in reaching other members of the pool and return to you valid addresses either via ipv6 or ipv4.
Also some are sitting behind cloudflare proxies and are misconfigured only replying with cloudflare addresses.
returns of 127.0.0.1, 0.0.0.0, 255.255.255.255 are all bogus invalid replies and your client is just wasting time trying to connect to non valid endpoints.
Without a valid DNS entry you will never be able to connect to the tracker to obtain any information.
Play around with my tracker tool and you should get a feel for what is legit vs what is junk return data to assist you weeding out bad trackers. It should be pretty evident of what is bad vs good after playing around for a bit.
Tool should work fine on MacOS or any linux variation, I have not tested on wintel python installs. If you want to run linux but dont have a pc to run linux then just install ubuntu 24.04 or something using virtualbox.
Also in your torrent client if you really want to test trackers using a torrent client turn off DHT and PEX, force all client discovery through the trackers.
