v0.3.9 fixed the wpa2/wpa3 downgrade we admitted because of apple qr code scanning fix.

for pending we should still support both then just save as what the device connects with

this does still leave a problem for existing spr users. so we need to also add a UI option to switch over a devices from wpa3 to wpa2
