Is your feature request related to a problem? Please describe.
There isn't presently a build target for Windows 10

Describe the solution you'd like
I've built a package of Spotipy for Windows 10 and am willing to contribute

Describe alternatives you've considered
There was no other way for me to use Spotipy in Windows 10 (that I found) other than building the package myself

Additional context
I'd be happy to contribute the Windows 10 package to this to the project and maintain it.
