Describe the Bug

I'm not going to act like I know how compatibility is handled for shadPS4, but on Release and Nightly:

1. Games show compatibility (ex. Playable) for each title from seemingly any issue it can find. For example, having CUSA15402 in the shadPS4 Qt GUI on Windows shows Playable under the Compatibility column despite the game having no os-windows issue on shadps4-emu/shadps4-game-compatibility; the only one currently is os-macOS.
2. Clicking said "Playable" text in the GUI opens the issue for CUSA15402 for os-macOS despite being on a Windows computer. This is the same as right-clicking, hovering over "Compatibility..." and selecting "View Report".

The shadPS4 compatibility list wants issues for every CUSA, with an additional issue for every OS the CUSA is tested on. I believe the shadPS4 compatibility indicator hasn't taken note of this.

I've written a script to identify CUSAs that have an os-macOS label but not an os-windows label; this has happened more than once. As of writing, here's a list of titles you can test this with (Linux too probably but I CBA rn):

Reproduction Steps

1. Install/copy a game that has an issue on the compatibility list for macOS but not one for Windows, or likely any operating system other than the current one.

Expected Behavior

The shadPS4 Qt GUI should:

1. Show "Unknown" for games that do not have an issue on the shadPS4 compatibility list for the current operating system.
2. Open the issue corresponding to the current operating system and CUSA when opening the compatibility report for the game.

This is probably a problem the other way around too, say if someone were to click the compatibility for CUSA44456 on macOS (there's only an issue for Windows) it would lead to the Windows report (and subsequently use the playability status from said report), though I don't have the time to test this right now; would love some feedback on this.

Can confirm that this is also the case on Linux, basically it searches for compatibility for the right CUSA and the right OS, but if it doesn't find the right OS it will use another one instead of displaying "Unknown" like it should.
