The issue seems to have been fixed. Checked the Central Yarnam, Josefka's Clinic and Cathedral Ward areas where the issue was quite prominent and now it is absent.

Closing this because it's fixed. If anyone still has this issue, and can demonstrate that with an unmodded game dump, comment here with screenshots and a log and I can reopen this.
