#347 #351 #538

Details

About #351 for fixed #347, I changed to check the existence of the cache directory at all times.
However, this causes problems at OS startup like #538
Ultimately, if there is no cache directory as before, s3fs will automatically create it.
And, the check_cache_dir_exist option is added, the cache directory is checked at startup when this option is given.
