GitHub only gives us 20 free CI runners and we will have 21 (and 1 macOS) in #2738. So we should think about removing one, e.g., Fedora 41, to reduce CI run-time. Some other candidates:

Debian Bullseye: 31 Aug 2026
Leap 15: 26 April 2026

Let's see how it goes.
(If we exclude it from CI, I think it might be debian:bullseye or ubuntu:22.04.)

[Note] MacOS also needs to be changed in the same category as CI organization. (See #2747)
