Acceptance Criteria

UI to export the App Settings and debugging tools, make sure to ignore some settings that should not be backed up, for example: IsCertificateInstalled, ... because it's related to their current machine, and should not be backed up (Ask GPT to know which settings should be backed up)
Can restore the file to the new machine
Don't back up the license key or the certificate
This Windows is from Tools menu -> Import / Export Settings
