Acceptance Criteria

Ping @NghiaTranUIT to get the new MapLocalEntry.swift for the Delay Setting
Port it to Windows
Implement new UI
Implement delay logic for Map Local
Make sure Windows can import old Map Local RUles and new Map Local Rules (export on macOS)
Write some Unit Tests
