im not even sure if libcloud allows for dependencies so it might be a moot point

yeah, this should be easily useable by other python, like libcloud. This library can handle the authentication and most of the error handling/parsing. All that would be needed on the libcloud side would be implementing whatever abstract calls it has as actual PVE commands.
