Currently there is no option to set the startup order for QEMU VMs. The Proxmox API does provide this option.

I've already implemented the required changes, and today I'll be submitting two PRs. One for this issue, as a prerequisite for the Terraform provider, and one for Telmate/terraform-provider-proxmox#525. Both are tested and working as expected on my end.
