Depends on this upstream proxmox issue being implemented: https://bugzilla.proxmox.com/show_bug.cgi?id=2208

For now we're getting by with manually creating a cloud-init snippet, uploading it to the target proxmox host, then configuring each VM to run the snippet. It would be very nice to one day have an analog to the dynamic AWS user-data.
