This format is at3 mono!

It's true some game will use mono atrac3 audio (52kbps,ch=1,sampling rate=44100hz or 66kbps,ch=1,sampling rate=44100hz)
But I don not think that is the reason of audio problem

i believe (might be wrong) that at3tool.exe is required for at3 mono.

Not yet, ffmpeg can decode at3 mono (actually we can decode both stereo and mono atrac3/atrac3plus audio now). It's a kind of issue for missing se.
