It doesn't seem to work and I extracted it I noticed it said windows is this for a computer? I am on an android a Sony Experia TL I tried to extrace it and it said no application found and is this another version of the game of another version of the app ppsspp these are probably stupid questions

Oh, then it probably won't work, unless you have a device that supports GLES3 (most people don't.) If you want to try it anyway, download the "Android" version instead. You'll need to allow non-Google Play installs:
