v3.8.3 Update to Simple-Stats-Plus & Hit-Counter-Plus

Fixes some warnings/errors when debug turned on.
Fixes incompatibility issue when running a search with 'Seach' plugin.
Enhancement | Added local formatting to a number of integer values.
Fixes 'Exclude Admins' option being ineffective and stopping all counting when enabled.
Some other minor tweaks.
