There is no way to add/edit/list/delete tags directly from document Viewer. Currently user needs to close the viewer
and add/edit/list/delete tags from Commander.

Even if document has tags - they are not visible (not displayed at all) in document Viewer.
Again - currently, the only way to see (or do any work with tags) is in Commander.

Expected: user should be able to CRUD (create, read, update, delete) tags in document Viewer
