Papermerge 2.1 does not have backup/restore utility.
Well, actually there is code for backing up and restoring files, but the utility was written for 2.0 and basically as of today it is not usable for 2.1.

This ticket is about updating, cleaning up and making code for backup/restore work for 2.1.

This ticket is something between bug and "new feature request" as the code per se was there but the utility failed to backup/restore.
