Is your feature request related to a problem? Please describe.
Changing of the GUI language from English to German or visa versa needs adding or removing a line "LANGUAGE_CODE = "de-DE"" in papermerge.conf.py. For average users, this could be a demanding task with a risk for human error while messing up Python formatting of the text file.

Describe the solution you'd like
I would suggest offering a selection menu to change the language of the GUI in the user preferences sections.
