@mrtortong - you don't add tags in "Tags" navigation menu.
To add a tag:

  1. go to Documents
  2. select what document you want to tag (by clicking once)
  3. click on Actions menu (that one with lighting on it) and select "Tags"
  4. Whatever you will type there - tag names separated by comma - those tags will be created.
  5. Later, if you want to change color or other properties of the tag - you edit them in "Tags" navigation menu.

You can see adding tags "in action" in this video.
