@mrtortong - you don't add tags in "Tags" navigation menu.
To add a tag:

go to Documents
select what document you want to tag (by clicking once)
click on Actions menu (that one with lighting on it) and select "Tags"
Whatever you will type there - tag names separated by comma - those tags will be created.
Later, if you want to change color or other properties of the tag - you edit them in "Tags" navigation menu.

You can see adding tags "in action" in this video.
