Is there an existing feature request for this?

I have searched the existing issues before opening this feature request.

Describe the feature you would like to see.

A feature that allows the owner of a server to give other users permission based access to servers.

Describe the solution you'd like.

Allow end-users (and admins) to give other users permission to execute certain actions for a server, for example:

Start
Restart
Kill / Shutdown
Console sessions
Create backups
Restore backups
Delete backups
Change hostname/displayname
Change boot order
Mount ISO's
Change nameservers
Change OS Password/SSH Keys

Additional context to this request.

If a user does not yet exist (based on their email address) an invite email should be sent.
