For en, and fr and de translations. This would resolve https://github.com/abh/ntppool/issues/198 and similar while PR https://github.com/abh/ntppool/pull/237 or similar are pending. It would be updated or removed again in due course as per strategy and timeline for enabling IPv6 in further zones (beyond those prefixed by 2).

Plus a bunch of nit fixes, consistency enhancements, ...

The latter actually are kind of a feature creep that happened while working on the former. If you want me to separate the two, just let me know.
