sometimes, we should send a notification (by email) to service users.

e.g. if we flag a host for "abuse" (or "abuse_blocked").

"abuse case" is fixed by df204d8ccf.

maybe "abuse blocked" does not need notification. if someone brings the service admin so far that he uses this, he doesn't deserve being notified. and even if we would notify, he couldn't change it anyway.
