Describe the bug
Since the upgrade to version 2.3.0 I can no longer issue new Let's encrypt certificates with Azure DNS. The issue certificate dialog now only shows the 3 new DNS providers you added for DNS record management.

To Reproduce
Steps to reproduce the behavior:

Go to 'Certificates -> Certificate list'
Click on 'Issue certificate'
Scroll down to 'DNS provider'
List only shows Alibaba Cloud DNS, Tencent Cloud DNS and Cloudflare.

Expected behavior
In version 2.2 there were a lot more DNS providers. I can no longer choose Azure DNS and select the appropriate credentials for Azure.
