现有的stream管理，只可以管理4层的代理。

7层代理的参数无法配置在这里直接使用：
ignored nginx: [emerg] "keepalive" directive is not allowed here in /data/openresty/nginx/conf/streams-enabled/bmp-upstream.conf:3 nginx: configuration file /data/openresty/nginx/conf/nginx.conf test failed exit status 1

7层的只能在每个站点里面管理，但是如果多个站点同时使用相同的上游，就没有一个统一管理上游服务的入口
