Is your feature request related to a problem? Please describe.
Changing an access list does not seem to reload nginx/openresty, so you have to either manually do it, or make a change in the proxy host through the NPM GUI to kickstart the reload.

Describe the solution you'd like
When an access list is changed, automatically reload NGINX so that the ACL change becomes effective.
