In this scenario, a user is restricted to certain administration options

If the user configures a host, he can request a Letsencrypt certificate.

The option to request a Letsencrypt certificate should be disabled if the user does not have the "Manage" right assigned. Instead, the user should only be allowed to use the preconfigured certificates (or no certificates).
