Promote endpoints.yml and main.yml settings from Development to the rolling production release as they are checked in or updated from bots. Currently rolling is really just the same as the release. This way as the bots check in new versions, they are promoted immediately to production so users don't have to wait for a release to get the latest version.

We'll hold back major changes to the menus but for dynamic menu options that can be changed by just new versions, this will allow new versions to be released immediately to the wild and provide a better rolling update scenario.
