I can adjust the speed to below 40% and its worked fine but not when I tried to set it to anywhere above 40% its just cannot go further. My laptop is HP ProBook 6560b. I have been using nbfc since i got this laptop but this is the first time this happend

EDIT: My fan is the messed up one not the software
