Why bubble setting in all handlers always true?

When using such a default value for any handler, the logs are invariably filled with unnecessary garbage:

$log = new Logger('name');
$log->pushHandler(new \Monolog\Handler\NullHandler());
$log->pushHandler(new Predis\Client(), Level::Error);

$log->debug('Debug');
$log->error('Error');

produces something like:

but expected only "Error" message.
