Add support for automatic notifications (by e-mail) when new release requests are received.

Only super users and domain administrators are notified. Super users receive receive notifications about all requests, domain administrators only receive notifications about the domain(s) they manage.

At the moment, the doesn't deal with scheduling, it must be executed via cron.
