Do not ask for confirmation, but present input element with recipients mail address, which could be modified by admin (to send it to herself). Pressing "Send" instead of "OK" implies the check whether a message should be released or not.

I guess this request only applies to admins? I open a new modal box with just a text input with a default value (original rcpt) and buttons?

What about a simple user who release/request a release?

In order to reconfirm anybody, admin or regular user, should 'see' what will happen when they will release the message. Here's an idea:

Release "$Subject" to $envelope-recipient?
[Cancel] [Release now]

And what about multiple releases at the same time?

That's something you can do by selecting messages into the listing and then pressing the release button.
