Steps to reproduce

Setup any new domain and the usage, no matter the allocation, is 100%.

Current behavior

This prevents me from using the domain.

Expected behavior

To be able to create users and monitor usage accurately.

Quota shows 0% for account but 100% for everything else

Cannot make new account

It seems the default admin account uses the automatically generated quota, if the quota was set to the same as the domain quota. I'll chock this up to user error.
