When fixing this line

To use this API, you need to have the `"downloads"`[ API permission](/en-US/docs/Web/API/Permissions#api_permissions) specified in your[ `manifest.json`](/en-US/docs/Mozilla/Add-ons/WebExtensions/manifest.json) file.

It strips the backticks on the second link
